Schooled but Not Taught: Africa got its children into class — now it must get learning into them

Nine in ten African ten-year-olds can't read a simple sentence, even as enrolment hits record highs. The continent solved access; it hasn't solved learning. With classrooms of sixty and a 15-million-teacher shortfall, the only way to reach every child is to give every child a tutor.

There is a classroom in nearly every African town that tells the story: bright, uniformed, full — sixty children to one teacher, sharing a handful of textbooks, reciting in a language most of them don't speak at home. They are in school, which a generation ago was the whole battle. And most of them still cannot read. Africa won the fight for access. It has not yet won the fight for learning — and the two are not the same victory.

Access solved, learning not

The headline number is hard to overstate. In sub-Saharan Africa, 89% of ten-year-olds are in 'learning poverty' — unable to read and understand a simple story, against about 70% across other low- and middle-income countries and under 10% in rich ones. Enrolment has soared for two decades; learning has barely moved. Children sit in class for years and emerge unable to do the one thing schooling exists to deliver. Getting a child into a seat, it turns out, was the easy half.

The learning crisis, in one number

One teacher, sixty children

Behind the learning gap is an attention gap. Real learning is diagnostic and personal — it depends on someone noticing exactly where a particular child is stuck and helping them past it. That is impossible when one teacher faces sixty pupils at six different levels. And the shortage is widening: UNESCO estimates sub-Saharan Africa needs roughly 15 million more teachers by 2030 — the largest gap of any region — even as the school-age population keeps growing. There will never be enough teachers, fast enough, to give every child the individual attention that learning actually requires.

Of the world's ~44 million additional teachers needed by 2030, sub-Saharan Africa accounts for the single largest share — while its school-age population is still growing fastest.

This is why 'build more schools and train more teachers,' though necessary, cannot be the whole answer. The maths of individual attention doesn't close on this timeline. What closes it is giving every child something a crowded classroom never can: a patient, one-to-one tutor who meets them exactly where they are.

Taught in a language they don't speak

There is a second, quieter cause hiding in plain sight: language. Across much of Africa, children are taught and tested in English, French or Portuguese — languages many do not speak at home and barely encounter outside school. Decades of evidence show that children learn to read and reason fastest in their mother tongue first. A child asked to learn fractions in a foreign language is being asked to clear two hurdles at once, and often clears neither. Any serious attempt to fix learning has to meet children in the language they actually think in.

A tutor for every child

For two thousand years the gold standard of education has been the personal tutor — and it has always been a privilege of the few, because tutors don't scale. That is the constraint technology finally breaks. A well-designed AI tutor can sit with every child, diagnose what they actually understand rather than what they can copy, adapt to their pace, and work in their language — turning the one-to-sixty classroom into one-to-one for every pupil.
